1. Operational Help Book for Bidders on Preferential Bid Submission in IOCL E-Tender portal
 Attached Help-book contain Stepwise Instructions on Submission of Preferential Bid in IOCL e-Tender Portal. Bidders are informed to go through the Document thoroughly to correctly avail Purchase Preference in IOCL E-Tender Portal. Please note that once a bid is submitted Purchase Preference cannot be changed. In case of any Queries or Help, Bidders are informed to contact IOCL e-Tender Help-Desk whose details are provided in Contact Us section and on telephone 091-124-2861416, 2861417, 2861418. Note that Operational Hours are 0900 hrs to 1630 hrs from Monday to Friday excluding Holidays. Bidders are advised to submit Queries at-least 2 Working Days before the Due Date of Submission of Tender.
 
 
2. Restriction in IOCL E-Tendering Portal towards the number of users against single PAN
 Bidders to note that there is restriction in IOCL E-Tendering Portal towards the number of Users IDs against single PAN. Hence bidders especially corporates, companies, partnership firms etc are advised to exercise caution in creating new User IDs and are advised to use already available User IDs. Further Bidders are advised to avoid generation of multiple User IDs against single PAN.
 
 
3. Mail/SMS related
 Mail/SMSs alerts are in-built in the eProcurement portal as an additional feature to inform department users as well as bidders on various events that are happening in the portal. However, delivery of such mail / sms to the concerned individual will always depends on the configuration of individual account in the portal, receivers mail / sms server, mail box / mobile capacity and other factors. Hence, it is advised to visit the website/portal regularly to keep themselves updated and to act upon the changes/modification/actions deemed fit in any manner to be carried out in the tender.

8. Instruction to New MSME Bidders
 With Reference to the OM No. 21.5-2019-P,G-Policy pt.IV, Dt. 6.08.2020, and subsequent amendments from Min. of MSME Since the existing registration as EMPart-II and or UAMs will not remain valid after 31st March 2021 it is strongly recommended that their holders file fresh registration in the new Udyam Registration Portal - udyamregistration.gov.in Since the validity of erstwhile Udyog Aadhar Memorandum - UAM had ended on 30.06.2022 and there is no proposal for extending validity of UAM, Ministry of MSME has advised to stop the UAM verification services provided to all the stakeholders - like Ministry-State-UT-Government-Departments- Organisations. So, from 01.09.2022 the UAM service will be discontinued, please do not accept the UAM for verification for MSMEs. Further for MSME verification Udyam Registration will be valid and Udyam Registration verification API will be used for verification of MSMEs.
